Stone Roses - Resident's Letter

Important information: The Stone Roses Concert in Heaton Park Friday 29th, Saturday 30th June, and Sunday 1st July 2012.

 

Dear Resident,

Heaton Park is to host three of the most prestigious concerts in the UK in 2012 when local boys, The Stone Roses, play their triumphant reunion concert series in one of Europe's finest open spaces. Each concert will play to an audience of 75,000 and it's a fantastic success story for Heaton Park and Manchester.

We have worked closely with the Parks Management Team and other partners to ensure that any potential negative impact on the neighbourhood and particularly local residents is kept to a minimum. We genuinely want to be good neighbours and to minimise disruption and inconvenience wherever possible. Please see below information relating to the concerts and measures which we are putting in place to minimise noise.

In preparation for the concerts the PA company will need to set the sound system up and then the musicians will be carrying out sound checks in the days leading up to the concerts. These are not ‘rehearsals' but these soundchecks are required to balance the sound system which will minimise the noise carried outside the park, whilst optimising the experience of those at the concert. This needs to be re-balanced after each concert and takes into account sound monitoring results and changing weather conditions. All sound checks will take place no earlier than 10am and will be completed by no later than 8.30pm - the noise will not be continuous, but periodic within these times. All steps will be taken to minimise the noise impact of these rehearsals and we will have specialist noise consultants on hand to monitor the sound levels.

The times of rehearsals and sound checks are as follows;

pre concert:

27th 10:00am - 8.30pm (This is when the PA will first be tested and for the main and support artists sound check)

28th 10:00am - 8.30pm (This is when the PA will be tested.) =

Concert Days:

The Concert Arena gates will open at 3pm, no acts will perform before 4:45pm and the concerts will finish at 11pm.

29th 10.00am - 1.00pm (This is to make any necessary adjustments from the previous sound readings and concert sound.)

30th 10.00am - 1.00pm (This is to make any necessary adjustments from the previous nights readings and concert sound.)

1st July 10.00am - 1.00pm (This is to make any necessary adjustments from the previous nights readings and concert sound.)

On show days the Gates open at 3pm when there will be ‘background music' played. On all showdays, the first acts will begin performing at 4.45pm. The concerts end at 11pm each night. There will be professional noise consultants monitoring sound levels at each concert.

The community information hotline number will provide residents with information or assist to address issues that arise from 27 June through to 1st July. Operators will take details of the request/complaint and contact the appropriate department or contractor to action a response.

How are people travelling to the venue?

Ticket holders have been provided with information directing them to the Park and Ride facilities at Bowlee, Rochdale if they are driving. An event specific ‘City Centre Shuttle' bus service is running from the city centre - from Lever Street and Corporation Street - and existing bus services and the Metrolink will also be key modes of transport. A number of pre-booked coaches will also be bringing ticket holders to the venue and will be parked on site.

What roads will be closed and when?

Road closures are only being put in place on each concert date to assist the ingress and egress of concert goers from the site. Whilst the window for the closure is from 21:00 until 01:00, we estimate roads will be closed for approx 1hr when deemed necessary. These will be implemented on: (except *Whittaker Lane)

  • Bury Old Road (from its junction of Sheepfoot Lane to Newton Street)
  • Sheepfoot Lane (from its junction of Bury Old Road to Middleton Road).
  • *Whittaker Lane (from Heaton Park Tram Station to Junction of Bury Old Road) - closed all day from

10:00am - 01:00

M60 Junction 19 - exit sliproads in both directions (anti-clockwise and clockwise) will be closed between 22:00 - 01:00

Fully signed diversions will be in place and Marshalls will be on hand to assist and facilitate access to resident's premises. Residents are asked to provide a utility bill or proof of address to access the closures. There may be a need to stop all access for a short period of time to facilitate the safe movement of pedestrians from the park.

What if road closures affect access to my property?

Marshalls will be in place to facilitate residents' access to roads affected by the closures.

Where will concert visitors be parking?

All concert visitors in cars are being directed to a special Park and Ride facility at Bowlee in Rochdale - where shuttle busses are available to transfer them to the park including designated parking for private coaches and VIPs- and to car parks in the city centre where existing public transport to the park can be used.

What measures are being taken to stop people parking in the residential areas surrounding the park?

Concert visitors have been advised that there is no parking in the area around Heaton Park and they should plan their route using public transport or make use of the event's Park and Ride facility. Cones and signage will be positioned at the entry roads to surrounding residential areas to reinforce the restrictions on concert traffic parking.

Is there a cleansing operation in place for areas outside the park?

Yes - the Local Authorities are working with the concert promoters to provide a full cleansing service to the surrounding area for the period of the event.

Will I be able to use the rest of the park, and if so, will it be safe?

Yes - the rest of the park is open as normal. Additional security measures are being put in place across the period of the concert with a large number of security personnel assigned to the area.

Will the area around the park be safe?

Security staff will be positioned on Sheepfoot Lane and Bury Old Road to provide crowd control measures outside residential and business properties. Greater Manchester Police will have an event specific operation in place before, during and after the concerts.
